Dr. Trish Holliday, EdD, SPHR, SHRM-SCP, IPMA-SCP, CPC, is one of the founding partners of the HR consulting company, Holliday│Kenning. Trish is an HR executive in the industry and provides leaders in the private and public sectors with an organizational playbook that focuses on growing leaders and driving performance. The Holliday│Kenning framework offers organizations and its leaders a Playbook with five distinct approaches (plays) that are critical for a winning workplace that attracts and retains top talent and drives cultural transformation.
Trish is a speaker and workshop facilitator at the local, national, and international level. She serves on various non-profit and academic boards and enjoys giving back to the community. As an alum of Young Leaders of Nashville, Leadership Tennessee, and Leadership Middle Tennessee, Trish has always had a passion for non-profits and is a founding board member of the non-profit organization, Impact Nashville.
As the state of Tennessee’s first Chief Learning Officer, Trish was recognized by Governing Magazine as being instrumental in the successful transformation of the state workforce. She drove change through continuous improvement, leadership development and employee learning at the macro and micro levels. Trish designed the LEAD Tennessee program to create a sustainable platform for talent retention and succession planning in government. She led strategic planning and talent development for state executives in all three branches of government.
As an award-winning leader, Trish was the cover feature in the 2019 March issue of the national Chief Learning Officer Magazine. She was named one of the 2019 Women of Influence by the Nashville Business Journal. Trish received the Warner W. Stockberger Achievement Award in honor of a lifetime of outstanding contributions toward the improvement of public human resources management by IPMA- HR. As an adjunct professor at Lipscomb University, Trevecca University, and University of Memphis, Trish teaches undergraduates to doctoral students in areas like Entrepreneurship and Innovation, Human Resources Leadership and Management, Personal Leadership Development, and Understanding Management.
Whether it is serving with IPMA-HR, Habitat for Humanity, Disability Rights of Tennessee, or Young Professionals in Government, she values paying it forward and relishes being active in the community. From her days in the Appalachian missionary field through her work in government, she has found enormous joy in helping people become their best selves and organizations to reach optimal performance.
Katie Gibson, Cash Accounting Director

Katie Gibson is a seasoned accounting professional with over 20 years of experience in public sector financial management. She currently serves as Director of Accounting at the West Virginia State Treasurer’s Office, where she oversees the Cash Accounting Department and leads initiatives to improve cash handling efficiency, compliance, and interagency banking operations. Katie has extensive expertise in financial reporting, audit and compliance, cash management, and team leadership. Known for her strong analytical skills and attention to detail, she excels in high-pressure environments and is committed to fostering collaboration, accountability, and performance excellence. Katie is also the CMIA (Cash Management Improvement Act) Coordinator for the State of West Virginia.
Julie Hefner-Ferrell, Executive Director of Banking Services

Julie Hefner-Ferrell serves as Executive Director of Banking Services for the State Treasurer’s Office of West Virginia, where she provides oversight and direction for statewide banking operations. With extensive experience in financial management, reconciliation, auditing, and process improvement, Julie has led major initiatives including system implementations, compliance programs, and operations planning. Her leadership fosters collaboration across agencies, ensuring efficiency and adherence to state and federal regulations. Julie holds Bachelor of Arts in History and Political Science from West Virginia Wesleyan College, a Bachelor of Science in Education from West Virginia State University and is a Certified Public Manager.
Terry Triplett, Director of Merchant Services

Terry took over the role of Director of Merchant Services in January 2017, after three years as an E-Commerce Specialist for the Treasurer’s Office. Before that, Terry was an accountant for the Treasurer’s Office. Terry has extensive knowledge of the credit card payment process and the payment card industry’s rules and regulations. He works closely with state agencies to help set up payment methods that benefit both the agency and its customers. Terry holds a Bachelor of Science in Finance and an MBA from West Virginia University.
Abigail Campbell, Executive Director of Unclaimed Property Division

Abigail Campbell serves as the Executive Director of Unclaimed Property for the State Treasurer’s Office. She began her career in Unclaimed Property in 2007 and was promoted to her current position in 2024. During the past 18 years, she has aided in modernizing the program, including implementing technological advancements that have streamlined processes and generated record returns of unclaimed property to West Virginia residents. She also holds a history degree.
Heather Beck, Cash Accounting Supervisor

Heather serves as a Cash Accounting Supervisor with the West Virginia State Treasurer’s Office, a role she has held since November 2023. In this position, she oversees multiple state accounts, ensures accurate reconciliation processes, and provides daily leadership and guidance to her team. With more than eight years of experience in state cash accounting and prior experience in banking and financial services, Heather brings a strong foundation in financial oversight and operational accuracy. Her background reflects a commitment to accountability, precision, and continuous improvement in public finance.
Carmen Foster, Accountant

Carmen joined the State Treasurer’s Office in 2017 with nearly a decade of banking experience gained from her previous professional roles with banks and credit unions. In her current role as an accountant, she is primarily responsible for processing stop payments, forgery requests, cash receipt approvals, monthly reconciliations, and various other cash accounting functions. Carmen also serves as a liaison between the Treasurer’s Office, banks, and state agencies, working to resolve complex issues efficiently and effectively. Carmen enjoys spending time with her family, watching her son, Elliott, play football, and being outdoors.

Brant is an Accredited ACH Professional with more than 20 years of experience in electronic fund transfer. Prior to joining the Treasurer’s Office, he worked as ACH coordinator with the West Virginia State Auditor’s Office and as the ACH coordinator with Star USA Federal Credit Union. He is a graduate of West Virginia Wesleyan with a Bachelor of Science in Business Management.
Kim Murphy, Director of ePayments

Kim has more than 33 years of experience in West Virginia state government, including over 28 years specializing in electronic funds transfer operations. As an Accredited ACH Professional (AAP) and Director of the ePayments Division for the West Virginia State Auditor’s Office, she works at the intersection of financial technology, compliance, and public service. She began her career at the Auditor’s Office in 1993 and has held several roles in accounting, auditing, payroll, and electronic payments.
Since 2019, she has directed the state’s participation in the U.S. Department of the Treasury’s State Reciprocal Program. In this role, she coordinates federal debt offset processes for vendor payments and ensures compliance with both state and federal requirements. She is passionate about improving government payment systems, building collaborative partnerships, and finding practical solutions to make financial processes more efficient and accountable.
Lee Bowling, Purchasing Director

Lee Bowling is the Director of Purchasing for the West Virginia State Treasurer’s Office, bringing more than 25 years of procurement and supply chain leadership experience in both the public and private sectors. He has held senior purchasing roles in state government and the energy industry, specializing in strategic sourcing, contract negotiation, compliance, and operational efficiency. Lee is a 1998 graduate of West Virginia Institute of Technology, where he earned a Bachelor of Science Degree in Accounting, and provides practical, real-world insight into procurement and ethical leadership.
Toby Welch, Senior Buyer

Toby Welch is a Senior Buyer for the West Virginia Purchasing Division with more than a decade of combined public and private sector procurement experience. After transitioning into state procurement in 2018 following seven years in the private sector, he has become a trusted source on statewide purchasing, regulatory compliance, and strategic sourcing. He leads high value, complex, multi agency procurements; interprets and applies state and federal requirements; and partners with leadership and stakeholders to strengthen statewide procurement operations by improving processes, reducing friction, enhancing system performance, and mitigating risk. Certified in Basic and Advanced West Virginia Procurement and NASPO IT Procurement, Toby also develops and delivers statewide trainings and conferences that advance transparency, consistency, and ethical stewardship across West Virginia’s public purchasing landscape.
Kylee Martinez, Accountant

Kylee works in the Banking Services Division of the West Virginia State Treasurer’s Office as an accountant. Kylee started her career in banking in 2015, assuming multiple positions before beginning with the State Treasurer’s Office in March of this year. At the Treasurer’s Office, she reconciles state bank accounts and works closely with the state agencies assisting them with their outside bank account needs.

Justin McAllister, MFA, AFI, CTBME, is a collaborator, innovator, and strategist who blends financial stewardship with a commitment to strong culture, clear communication, and sustainable change. With more than 15 years of experience across higher education and state government, he brings a practical understanding of how complex organizations operate and how to align people, processes, and resources for long-term success.
Justin currently serves as Vice President of Finance and Facilities and Chief Financial Officer at the West Virginia School of Osteopathic Medicine, focusing on transparent, strategic, and mission-driven decision making. His career includes senior leadership roles at West Virginia State University and service as Chief Financial Officer for the West Virginia Office of Technology.
He holds an Executive Master’s Degree in Forensic Accounting and a Bachelor of Science in Accounting and Business Administration, both from the University of Charleston.
Michael Buchanan, Director of Treasury Operations

Michael Buchanan serves as the Director of Treasury Operations, overseeing the Receipts Processing Division and the Check Processing Division. He is a 1984 graduate of East Bank High School in Kanawha County where he was an honor student and graduated at the top of his class. Michael began working in the State Treasurer’s Office in 1985 and over the years he has accepted several challenges and promotions. Michael oversees the State Treasurer’s lockbox system where close to one billion dollars are received, processed, and deposited on behalf of numerous state agencies annually.
Dr. Peter Shirley, Deputy Secretary for the West Virginia Department of Revenue

Dr. Peter Shirley serves as Deputy Secretary for the West Virginia Department of Revenue. Upon completion of his graduate studies, Pete was a Postdoctoral Research Associate at the Luxembourg Institute of Socio-Economic Research and, more recently, served as the Director of the West Virginia Legislature's Division of Regulatory and Fiscal Affairs. His work there included extensive analysis of the state budget, spending units, and various research tasks focused on public policies which utilize significant public resources.
In addition to his role as Deputy Secretary, Pete enjoys opportunities to teach throughout the Mountain State. He currently teaches econometrics courses in West Virginia University's John Chambers College of Business and Economics Master of Science in Economics program as well as in West Virginia State University's Masters of Public Administration program.
Pete holds a Bachelor's degree in Economics from West Virginia University, a Master's degree in Economics from the University of South Florida, and a Ph.D. in Economics from the University of California, Irvine.
Bryan Hoffman, Finance Lead

Bryan Hoffman, MPA, CPA, CMA, is a 23-year state employee currently serving as the Finance Lead for wvOASIS. Previous state experience includes the Chief of Administration for the West Virginia Division of Natural Resources, the Chief Financial Officer for the Department of Administration’s Office of Technology Division and Assistant Director of Financial Accounting and Reporting.
Prior to the State of West Virginia he was employed as a Financial Planning Associate with AXA Advisors, LLC and Manager at Ernst & Young, LLP, in Charleston, WV. Bryan earned his Master of Professional Accountancy (MPA) degree from West Virginia University and a B.A. in Accounting from Davis & Elkins College. In addition to his job and educational experience Bryan has earned a Certified Public Accountant Certificate (CPA) and Certified Management Accountant Certificate (CMA).

Lindsay earned a Bachelor of Arts degree from Vanderbilt University and is a Certified Treasury Professional.
