Cash Accounting Accountant

Salary: $40,000-$50,000; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Division: WVSTO Banking Services

Reports To:  Cash Accounting Supervisor

Nature of Work:

Under general supervision, this position applies principles of accounting to analyze financial information by performing some or all of the following duties. The Cash Accounting Supervisor provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines and priorities. Additional, specific instructions are given for new, difficult, or unusual assignments. This position uses initiative in carrying out recurring assignments. The Cash Accounting Supervisor assures that the work is technically accurate and in compliance with instructions or established procedures.

Job Duties:
Includes some or all of the following. Other duties may be assigned.
  • Assists in management of outside bank accounts held by state agencies and all associated functions.
  • Assists in preparation and review of quarterly reports which are submitted by designated state depositories (financial institutions) and includes all state bank account balances.
  • Evaluates bank balances to ensure proper amounts to be transferred by the WVSTO for weekly investments.
  • Reconciles financial institution bank statements, holding deposits and disbursements, to the state’s financial system, wvOASIS.
  • Communication with external state spending unites/agencies on cash handling functions as well as reconciling discrepancies.
  • Assists in review and audit of imprest funds (cash change funds) held at state spending units/agencies.
  • Assists in preparation of CMIA (Cash Management Improvement Act) annual report, which reports yearly activity related to grant funding, to the Federal Bureau of Fiscal Services.
  • Prepares and distributes various reports related to financial activity to management, legislative auditors, and other external auditing agencies.
  • Prepare and deliver presentations about Banking Services topics.
  • Provides excellent customer service and support to check hotline callers and state spending unit/agency representatives who have treasury related inquiries.
  • Assists management in routine matters related to daily activities as requested.
  • Assists with payroll balancing for State of West Virginia employees.
  • Daily reconcilement of State of West Virginia disbursed/issued and cleared/cashed checks.
  • Processing of returned state issued checks which were undeliverable by the US Postal Service.
  • Processing of returned deposited checks by state spending units/state agencies.
  • Performs filing duties.
  • Assists with court fee remittance processing for local government entities submitting payments to the State of West Virginia per legislative/statutory requirements.
  • Stop payment request processing on state issued checks for state spending units/agencies.
Minimum Qualifications:

Graduation from a standard four-year high school or the equivalent required; Bachelor’s degree from a regionally accredited college or university preferred; one to two years related experience and/or training; or equivalent combination of education and experience. Experience in wvOASIS helpful.

Required Knowledge, Skills, and Abilities:
  • Knowledge of generally accepted professional accounting principles and practices, banking and the analysis and reporting of financial data.
  • Knowledge of Microsoft Office Suite.
  • Skill in the use of a personal computer especially in the area of accounting spreadsheet applications.
  • Ability to learn to prepare accurate accounting entries and adjustments and perform mathematical computations accurately and quickly.
  • Ability to learn, develop, and prepare audit schedules and working papers.
  • Ability to learn to analyze and interpret accounting records.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.

Financial Analyst

Division: Banking Services - Debt and Securities Management

Reports To: Director of Debt and Securities Management

Nature of Work:

Under limited supervision, this position performs analytical review of financial information from designated state depositories (financial institutions) and projects for the Debt and Security Management and Safekeeping Department.

Job Duties:
  • Utilize internal systems to determine the proper amount and/or percentage of collateral to be posted for public fund deposits held by each designated state depository.
  • Review and monitor acceptable collateral types provided by designated state depositories.
  • Monitor and analyze information provided by a third-party rating system and compare it to WVSTO rating table to ensure the proper amount and/or percentage of collateral is provided by the designated state depository.
  • Monitor collateral provided by the designated state depositories for proper valuation and eligibility.
  • Reconcile the WVSTO collateral system, spending unit/agency reports and bank records on a regular basis.
  • Work with designated state depositories on new setups and changes in the WVSTO collateral system and the safekeeping agent system.
  • Process and/or approve collateral and wire requests from designated state depositories.
  • Monitor monthly and yearly reporting from designated state depositories and public depositors.
  • Monitor the quarterly selection of pooled or dedicated method of providing collateral by the designated state depositories.
  • Monitor suspensions or exceptions of designated state depositories for compliance with state code and WVSTO policies as needed.
  • Prepare special reports as requested.
  • Assist other Banking Services departments with quarterly and annual debt reporting.
  • Serve as backup to the Director for debt service payments. This includes reporting, document entry in the state’s financial system (wvOASIS) and other duties related to debt service as assigned.
  • Work with internal Banking Services staff on new banking relationship needs.
  • Monitor opportunities to improve processes, controls and procedures.
  • Serve as backup to the Safekeeping Department to ensure securities are processed as needed.
  • Assists on special projects as needed. Provide excellent customer service and support.
  • Performs filing duties as needed.
Minimum Qualifications:

Bachelor's degree from four-year college or university required, with a major in accounting or finance preferred; two years related experience and/or training; or equivalent combination of education and experience.

Required Knowledge, Skills, and Abilities:
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of algebra.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Working knowledge of the Microsoft Office Suite and in-house designed systems.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Knowledge of security types would be helpful.
