Participant Accounting

For Local Governments
 

The West Virginia State Treasurer’s Office provides state spending units and local governments the ability to invest funds through the West Virginia Board of Treasury Investments.  Both local government and state spending unit funds are pooled with the funds of other participants, and invested in either the WV Money Market Pool, the WV Government Money Market Pool, or the WV Short Term Bond Pool.

Opening an Investment Account

Online Account Access via iPAS
  • Account statements and real-time balances are available online through iPAS. 
  • iPAS may also be used to request account transactions. 
  • Complete and submit the iPAS User Update form to add, modify or delete users.

Requesting Investment Transactions
  • Contributions to and withdrawals from investment accounts are requested through iPAS. 
  • If access to iPAS is unavailable, please contact Participant Accounting at ParticipantAccountingGroup@wvsto.gov for withdrawal and contribution transaction request forms.
  • The deadline for same-day processing is 9:00 a.m.
  • WV Money Market and WV Government Money Market requests are accepted and processed daily. 
  • WV Short Term Bond Pool transactions are only processed on the first working day of each month.  Please contact ParticipantaccountingGroup@wvsto.gov one week prior to requesting Short Term Bond Pool transactions for instructions.   
  • To close an investment account please contact ParticipantAccountingGroup@wvsto.gov for instructions.

Banking Information
  • The banking information on file is used for all transactions.
  • Please contact Participant Accounting at ParticipantAccountingGroup@wvsto.gov if there are any changes in banking information.
