Larry Pack
West Virginia State Treasurer

Larry Pack was elected West Virginia’s 26th State Treasurer in 2024. He is a proud life-long West Virginian.

Born and raised in eastern Kanawha County, Treasurer Pack discovered his love for accounting when he was in high school. He graduated from East Bank High School and earned his B.S. Degree in Accounting from the West Virginia Institute of Technology.

After graduation, Treasurer Pack practiced as a CPA for 12 years with Herman & Cormany CPAs, A.C., where he provided tax, accounting and consulting services to businesses throughout West Virginia. He then co-founded the accounting firm, Pack Hawley Lambert & Burdette, which later merged with Suttle and Stalnaker.

Treasurer Pack has been a successful business entrepreneur for decades and is passionate about job creation, economic growth and elderly care in West Virginia. He was the founder and CEO of Stonerise Healthcare LLC, which served West Virginia and southeastern Ohio through skilled nursing centers, home health, hospice and therapy services from 2009 to 2022. Prior to Stonerise, Treasurer Pack owned and operated six other health care centers across West Virginia.

In 2020, Treasurer Pack was elected to the West Virginia House of Delegates representing Kanawha County. He served as State Revenue Secretary and Senior Advisor to Governor Jim Justice from 2022 to 2024.

He has served on various boards, including the Charleston Coliseum and Convention Center, West Virginia Health Right, West Virginia Healthcare Association and the West Virginia Alzheimer’s Association. He is currently the West Virginia National Committeeman for the National Republican Party and an active member of Bible Center Church.

Treasurer Pack and his wife, Lisa, reside in Charleston. They have been blessed with six children and four grandchildren.

Steve Bohman
Deputy State Treasurer and Chief of Staff

Steve joined the West Virginia State Treasurer’s Office in December 2020, after an extensive career in the banking industry. Steve works directly with State Treasurer Pack to implement his vision and agenda for the office. Steve leads the Treasury’s executive leadership and senior management teams, overseeing all daily operations for the office. In addition to his executive role with the State Treasury, Steve holds the rank of Colonel as a Commissioned Officer in the U.S. Army Reserve. He has more than 30 years of distinguished military service and expertise in leadership, administration, planning, and logistics. Before joining the State Treasurer’s Office, Steve worked as Vice President of Commercial Banking at Fifth Third Bank. Steve has a Master of Business Administration, as well as an undergraduate degree in accounting with a minor in Economics from West Virginia Wesleyan College. Additionally, Steve is a proud graduate of the West Virginia Banker’s Association School of Banking.

Lindsay Marchio
General Counsel

As General Counsel, Lindsay serves as the chief legal officer to all divisions within the West Virginia State Treasurer’s Office. Prior to joining the State Treasurer’s Office, Lindsay worked at Playhouse Square in Cleveland, Ohio, the nation’s second-largest performing arts center. She spent time at The Legal Aid Society of Cleveland, where she supported both legal services and development initiatives. Additionally, Lindsay practiced at a law firm in Harwich, Massachusetts, focusing on real estate, land use, permitting and development, and municipal law. In addition to her legal career, Ms. Marchio is a classically-trained musician and an active soloist, recitalist, and choral artist. She has performed throughout West Virginia, New York, Massachusetts, Ohio, and Illinois in both classical music and musical theatre. Ms. Marchio is a graduate of Cleveland-Marshall College of Law, where she served as editor of the Journal of Law and Health, receiving the Editor of the Year award. She holds undergraduate degrees in English and vocal performance from the College of Wooster in Ohio.

Gina Joynes
Assistant Treasurer and Deputy Chief of Staff
Division of Marketing and Financial Education

As Deputy Chief of Staff, Gina works closely with the senior management team of the State Treasurer’s Office to provide support and guidance. Additionally, Gina oversees marketing, public outreach, and educational efforts for the office’s public programs. She leads the State Treasurer’s financial education initiatives, including the nationally recognized Get a Life program for students. She is an active member of the National Association of State Treasurer’s Financial Education Directors Caucus. Prior to her current role, Gina served as Deputy Treasurer of Communications where she helped gain local, statewide, and national exposure for the office’s most notable programs. Before joining the State Treasurer’s Office in 2009, Gina was an award-winning news anchor and statewide television correspondent. She spent more than a decade as a broadcast journalist in several states including West Virginia, Texas, Ohio, and Pennsylvania. Gina is a proud graduate of Ohio University’s E.W. Scripps School of Journalism. In addition, she holds an international studies certificate from the inaugural class of Ohio University’s Global Leadership Center.

Stephanie Bailes
Assistant Treasurer
Division of Unclaimed Property

Stephanie currently serves as the Assistant Treasurer for the Division of Unclaimed Property. She has 12 years with the West Virginia State Treasurer’s Office and more than 30 years of experience in public-sector accounting across federal, state, and local governments. Before assuming her current role, Stephanie was the Executive Director of Cash Management for the State Treasurer’s Office where she directed statewide banking operations and managed the cash flow for the state. Additionally, she served as the Deputy Director of Financial Accounting and Reporting for West Virginia’s Division of Finance, overseeing the state’s Annual Comprehensive Financial Report and Single Audit. She is a Certified Public Accountant and a Certified Public Treasury Manager. Stephanie has a Bachelor of Science degree in Accounting from West Virginia University at Parkersburg.

Betsy Chapman
Assistant Treasurer
Division of Savings Programs

Betsy is a Certified Governmental Financial Manager with 26 years of experience in nonprofit, state government, and financial reporting. In her role as Assistant Treasurer for the Division of Savings Programs, Betsy provides administrative oversight for West Virginia’s public savings programs which include SMART529 Education Savings Solution for college tuition and other educational expenses, WVABLE for people with disabilities, and the Jumpstart Savings Program for West Virginia’s skilled workers. She also oversees the WV457 Retirement Plus program for public employees. Her experience includes 14 years at the West Virginia Department of Administration where she served as the state’s Single Audit Director and was responsible for overseeing production of the State’s Annual Comprehensive Financial Report. Betsy holds a Bachelor of Science in Accounting from West Virginia University Institute of Technology.

Mike Comer
Assistant Treasurer
Division of Records Management and Security

As Assistant Treasurer of Records and Security, Mike has served in a senior management role for the West Virginia State Treasurer’s Office for nearly 14 years. Mike is a 25-year veteran of the West Virginia State Police, serving 15 years in the field as a trooper and detachment commander. Mike served on the Executive Protection detail under three different governors, retiring in 2010 as a first lieutenant. Additionally, Mike was sworn as a special deputy U.S. Marshal, providing court security duties. He also worked as a consultant with the West Virginia School Building Authority for security assessments in K-12 schools in West Virginia. In addition to his role at the State Treasurer’s Office, Mike was appointed by Secretary of Agriculture to serve on the State Committee of the Farm Service Agency of the USDA in West Virginia from 2021 to 2025. Mike is a graduate of Marshall University and Parkersburg Community College with degrees in Law Enforcement Technology and Criminal Justice.

Rex Crouser
Assistant Treasurer and Chief Information Officer
Division of Information Technology Systems

Rex serves as the Chief Information Officer and Assistant Treasurer of Information Technology Systems (ITS) for the West Virginia State Treasurer's Office. He began his career developing commercial software products for global businesses, later serving as Chief Information Officer for hundreds of small-business franchisees, before joining the State Treasurer’s Office 2015. With more than thirty years of professional experience, Rex was inducted into the inaugural class of the EC-Council Certified Ethical Hacker Hall of Fame in 2021. He currently serves as President of the FBI's West Virginia Chapter of InfraGard, a partnership with the FBI to protect critical infrastructure across the state against cyber threats.

Crescent Gallagher
Senior Advisor

Crescent has over a decade of communications, policy development, and legislative experience. He joined the West Virginia State Treasurer’s Office in 2025 under the leadership of State Treasurer Pack. He serves as the State Treasurer’s Senior Advisor focused on external affairs for the office. In his role, Crescent oversees management of the communications team and the regional treasury representatives. Previously, he held the position of Deputy State Director for Americans for Prosperity-West Virginia (AFP-WV). Before joining AFP-WV, Crescent served as the Director of Business Development and Communications, as well as the Legislative Liaison for the West Virginia Department of Agriculture under Commissioner of Agriculture Kent Leonhardt. Gallagher also serves on the Board of Directors for Generation West Virginia and as a Commissioner for the Kanawha County Parks and Recreation Commission. He is a graduate of Ohio University where he earned a Bachelor of Arts and a master’s degree in public administration.

Kara Hughes
Assistant Treasurer
Division of Investment and Banking Services

With more than 30 years of investment, cash management, and banking services experience, Kara oversees the Division of Investment and Banking Services for the West Virginia State Treasurer’s Office. Kara manages the Banking Services team of more than 40 professionals, who perform the banking duties of the state, oversee the state’s operating funds, and monitor the state’s debt. Additionally, Kara serves as the Executive Director for the West Virginia Board of Treasury Investments (BTI). Prior to her current roles, Kara served seven years as the BTI’s Chief Financial Officer responsible for developing the entity’s first financial statements, annual report, operating budget, and financial reporting processes. Her prior experience includes public accounting with the international accounting firm of Deloitte & Touche, Internal Auditor and Director of Accounting/Investments with the West Virginia Board of Investments, Cash Management Controller for the State Treasurer’s Office, and Coordinator of School Finance with the West Virginia Department of Education. Kara is a Certified Public Accountant, Certified Fraud Examiner, and Certified Government Investment Professional. Kara earned her Bachelor of Science in Business Administration and Master of Business Administration from West Virginia University.

Steve Lewis
Assistant Treasurer
Division of Regional Treasury Representatives

As head of the Regional Treasury Division, Steve leads a team of professionals around the state who educate the community about the West Virginia State Treasurer’s public programs and manage constituent services. Steve brings more than 30 years of experience across public service, heavy equipment, mining, and industrial operations, with previous leadership roles at Boyd Caterpillar, Alpha Natural Resources, Leslie Equipment, Bobcat of Advantage Valley, Anderson Equipment, and Jefferds Corporation. A graduate of Marshall University with a B.B.A. in Finance, Steve is a lifelong West Virginian known for his practical, service driven approach to helping communities and partners across the state.

Becky Manning
Assistant Treasurer
Division of Administration

Becky brings over 24 years of experience in state government accounting to her role as Assistant Treasurer for the Division of Administration. She oversees all administrative functions within the West Virginia State Treasurer’s Office, including office budgeting, accounts payable, revenue distributions, facilities management, payroll, human resources, and purchasing. She began her state government career in 2002 with the Department of Health and Human Resources, where she served for 21 years in a variety of leadership positions, including Director of Budgets, Deputy Director of Human Resources, Chief Financial Officer, and Deputy Commissioner for WV Medicaid. Becky holds a Bachelor of Science in Business Administration (Accounting) from Concord University and an MBA from Marshall University.

Lisa Rutherford
Chief Internal Auditor

Lisa’s career reflects a deep commitment to transparency, accountability, and excellence in auditing. With twenty-eight years of experience, she has conducted performance and financial audits, as well as investigations, across the public sector, nonprofit organizations, and banking. Lisa actively serves as an officer with the local chapter of the AGA (formerly known as the Association of Government Accountants). Prior to joining the West Virginia Treasurer’s Office, Lisa worked as an internal auditor in banking and performed audits for banks, government entities, and nonprofits in public accounting. Lisa is a Certified Internal Auditor (CIA) and holds a Bachelor of Business Administration in Accountancy from Marshall University. Additionally, she holds a Certificate in Fraud Examination from West Virginia University Institute of Technology and is a certified Internal Security Assessor (ISA) under the Payment Card Industry Security Standards Council (PCI SSC).

Carrie Smith
Assistant Treasurer
Division of Communications

After more than 10 years in radio, Carrie hung up her headphones to work in state government where she now serves as the official spokesperson and media contact for the West Virginia State Treasurer’s Office. Carrie’s responsibility is to handle internal and external communications for the State Treasurer’s Office, including responding to media requests, coordinating interviews, distributing press releases, and overseeing social media. Carrie, originally from New Jersey, moved to West Virginia in 2015 to start her career in broadcast journalism. She spent time as a news anchor/reporter for both WV MetroNews in Charleston, WV and KCBS Radio in San Francisco, CA. Carrie graduated from La Salle University in Philadelphia, PA.

Amy Willard
Assistant Treasurer
Division of Hope Scholarship

A long-time leader in educational finance, Amy oversees West Virginia’s Hope Scholarship program, one of the nation’s largest and most flexible K-12 educational choice initiatives. Amy helped launch the program in 2022 and continues to guide its administrative management under the direction of the West Virginia State Treasurer and Hope Scholarship Board of Directors. Amy is a Certified Public Accountant with more than 20 years of experience in auditing and accounting. Amy previously served as Assistant Treasurer for Savings Programs in the State Treasurer’s Office. She has 11 years of governmental accounting and management with the West Virginia Department of Education. Other professional experience includes four years of auditing with a public accounting firm and four years of nonprofit accounting. Amy holds a Bachelor of Science in Accounting from West Virginia University Institute of Technology with minors in Finance and Public Administration. She also holds a Master of Professional Accountancy from West Virginia University.
